The Collapse of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are delivered from multiple capitals. Considerable effort is devoted on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.

With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a need that regional partners are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, certainly, persist.

Strategic Calculations

It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until circumstances change in its advantage.

Present Conditions

Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
